Understanding Steel Certifications: ISO, PSQCA & More
PSQCA certified steel and ISO certified steel are phrases you will see on many steel bar adverts in Pakistan. But what do these certifications actually mean, and how can you check them? This guide explains the main certifications and standards for reinforcement bars (saria), what each one tells you, and what documents to ask for before you buy.
Standards vs Certifications: What’s the Difference?
A standard is a document that sets the rules, for example the minimum strength a Grade 60 bar must have. A certification is independent proof that a company or product meets a standard. In short, the standard is the rulebook, and the certificate shows someone checked it.
Product Standards for Steel Bars
- ASTM A615: the American standard for deformed carbon-steel bars, widely used in Pakistan. It sets Grades 40, 60 and 75, with minimum yield strengths of 280, 420 and 520 MPa.
- Pakistan Standards: the Pakistan Standards and Quality Control Authority (PSQCA) publishes national standards for steel reinforcement bars.
- Other standards: some projects specify British (BS 4449) or other standards, so always follow your contract documents.

What Is PSQCA Certification?
PSQCA is Pakistan’s national standards body. Among other things, it runs a certification (licensing) scheme under which a manufacturer’s products are checked against the relevant Pakistan Standard. For products on its compulsory list, manufacturers need a valid PSQCA licence to sell them. A PSQCA-certified product should carry the certification mark and details that let you trace it.
What Is ISO 9001 Certification?
ISO 9001 is an international standard for quality management systems. Importantly, it certifies how a company manages its processes, not the strength of a particular bar. An ISO 9001 certificate shows that the company has documented, audited procedures for making and checking its products. Related standards include ISO 14001 for environmental management and ISO 45001 for health and safety.

The Most Important Document: The Mill Test Certificate
Certificates about a company are useful. However, the document that proves your actual bars are good is the mill test certificate (MTC) for the batch you receive. It shows the tested yield strength, tensile strength, elongation, bend test result and chemical composition. Always ask for it, and compare the values with the minimums for your grade.
How to Check a Certification
- Ask for copies of the certificates, not just a logo on a brochure.
- Check the details: company name, address, product scope and expiry date must all match.
- Verify with the issuer: check with PSQCA or the certification body that the certificate is valid.
- Match the product: look for the manufacturer’s marks and grade mark on the bars.

Risks of Using Uncertified or Untested Steel
- Bars may be weaker or lighter than their grade, making the structure unsafe.
- Government and large private projects may reject the material.
- You may have no legal recourse if the steel fails.
